Quote: "This bill would prohibit the sale of the most advanced US AI chips to China and other countries of concern, while strengthening US competitiveness by creating a secure, license-free export pathway for trusted American companies operating data centres abroad. In particular, the bill would: (1) prohibit the sale of H200 and other advanced AI chips to China by directing the Under Secretary of Commerce to deny export licenses for advanced integrated circuits to countries of concern; (2) codify existing restrictions on exports of US advanced integrated circuits and related products to China without imposing new controls; (3) apply these prohibitions to all nations under a US arms embargo as of 1 January 2025; (4) safeguard national security while allowing export controls to adapt by permitting the Under Secretary of Commerce to revise the definition of “advanced integrated circuit or product” after two years with congressional certification; and (5) facilitate secure global operations for US firms by requiring regulations on physical, cybersecurity, and remote access security for license-free transfers to US-owned facilities outside countries of concern."
