Quote: "This House Bill would (1) create a "bill of rights" (i.e. right to protection from unsafe and ineffective AI systems; right against algorithmic discrimination; right to privacy; right to information; right to redress; and consent requirements); (2) create the Philippine Artificial Intelligence Board (PAIB) and task it with ensuring the development, research, application and use of AI systems, ensure compliance with the Act and, in case of non-compliance, impose and collect fines and penalties, conduct investigations; (3) require the PAIB to maintain a central database of AI companies and laboratories in the Philippines, including the name of the company, any violations and other relevant information; (4) prohibit the use of any AI systems that would cause unnecessary, unjustifiable and indiscriminate moral or pecuniary damage to individuals; (5) establish penalties for any person violating the Act (i.e. between 6 months to 6 years imprisonment); and (6) establish a 'whole of government' approach and define the roles of various government agencies. The bill will enter into force 15 days after its publication in the Official Gazette or in any newspaper of general circulation."
