Quote: "In April 2023, this bill was proposed to replace the previous bills. The bill proposes to (1) establish national ethical norms for responsible use of AI (i.e. human rights, democratic values, equality, non-discrimination, plurality, and respect for labour rights), (2) guarantee sevaral individuals rights and protections around AI (including an explanation of AI-assisted decisions, the ability to contest those decisions, and human participation in the decision-making process), (3) categorises AI systems into risk tiers, with 'excessive risk' systems being banned and 'high risk' systems being subject to preliminary assessment and transparency obligations, (4) requires AI agents to undertake algorithmic impact assessments, (5) introduces a protective system of civil liability for providers or operators of AI systems (in particular, the supplier or operator of a 'high risk' system will be held objectively liable for any resulting damages, and (6) establishes a new regulator to monitor and enforce this law."
